SSI E-BORCU YOKTUR SYSTEM AND EKAP DEBT INQUIRY SERVICE UPDATED

In an announcement published on 28 September 2026, the Social Security Institution (SSI) General Directorate of Insurance Premiums stated that the e-Borcu Yoktur system used by employers and the EKAP debt inquiry web service used by the Public Procurement Authority have been updated to apply the bank debt inquiry methodology. The updated systems became available nationwide as of close of business on 17 September 2026.

 

Bank Debt Inquiry Methodology Will Apply

Under the new system, provided that the debt inquiry date and the reference date are the same day, debt inquiries will be performed using the bank debt inquiry methodology. Accordingly, the e-Borcu Yoktur and EKAP checks will be carried out on the basis of the system records applicable as of the same inquiry date.

 

New Practical Possibility for Restructured and Deferred Debts

The update is also relevant for employers whose overdue SSI liabilities have been restructured under special legislation or deferred under Article 48 of Law No. 6183 and who regularly comply with the applicable payment schedule. Subject to the same-day inquiry/reference-date condition and the applicable debt-limit checks, such employers may be able to obtain an e-Borcu Yoktur (No Outstanding Debt) certificate through the system.

 

Workplace and Employer Records Must Be Kept Up to Date

SSI states that workplace and employer closure records, actions relating to defaulted payment plans, and incentive amendment or cancellation transactions must be completed on time. Amounts held in SSI suspense accounts should also, following the necessary review, be offset against any outstanding liabilities of the relevant party.

 

Nationwide Rollout Followed Pilot Implementation

The update was piloted in Eskişehir from 15 June 2026 and in İzmir from 29 June 2026. Further development was completed on 7 September 2026, and both the e-Borcu Yoktur system and the EKAP debt inquiry web service were rolled out nationwide at close of business on 17 September 2026.

 

Points Employers Should Check in Practice

Employers, particularly those participating in public tenders or requiring a no-outstanding-debt certificate, should verify before making an inquiry that restructuring/deferment instalments have been paid on time, suspense-account balances have been correctly offset, workplace closure records are current, and incentive corrections have been processed. If a certificate cannot be generated, the source of the debt displayed in the system should be promptly checked with the relevant SSI unit.

 

The SSI announcement dated 28 September 2026 publicizes the updated system, which has been in nationwide use since 17 September 2026. Employers should take the new inquiry methodology into account in e-Borcu Yoktur and EKAP transactions.
